The Iowa Finance Authority recently secured a HUD Contract to do the administration of the Section 8 project based Housing Assistance Payments (HAP) Program on multifamily housing in Iowa. As part of this Contract, the following positions are available.

Appraiser/Underwriter

Proposed Classification: Executive Officer 2 (00711) or above

Proposed Pay Grade of 32 or above. Pay Grade 32, Range $41,100.80-$55,972.80/annual (increases to $59,987.20 in 12-00)

General Description: Responsible for carrying out appraisal and underwriting functions for Section 8 project based and other multifamily housing projects statewide in accordance with policies, procedures, regulations and techniques promulgated by the Department of HUD and the Iowa Finance Authority. Responsible for the preparation, review or oversight of appraisal related functions/services (i.e. market rent comparability studies, full and limited scope appraisals and market studies) associated with the contract with HUD for Section 8 Contract Administration. Analyzes and uses the appraisal, financial statements, rent/expense analyses, pro forma, owner evaluation of physical condition, physical condition analysis completed by staff inspector or fee contractor to determine overall underwriting (financial viability) of a multifamily project. Conducts special appraisals of multifamily or other housing including the collection and analysis of data necessary for determining a value for the property based on replacement cost, net operating income, comparable or capitalization methods. Prepares economic market analysis for specific location and project designs. Has the ability to perform routine or special environmental reviews. Makes final recommendations to Housing Programs Director on the overall risk of the particular underwriting function being performed.

Pay Grade 34, Range $45,364.80-$60,486.40/annual

 

General Description: Responsible for performing a wide variety of work relating to assigned reviews and evaluations of architectural, engineering, and administrative-related plans and documents including detailed drawings, specifications, bid documents, addenda and change orders that are submitted by applicants for HUD Section 8 project based multifamily housing located statewide. Performs physical inspections, as needed, on new construction, rehabilitation or other construction related work in progress to determine acceptability of work. Able to conduct physical inspections of multifamily housing projects and determine extent of necessary repairs/rehabilitation for compliance with state/local codes or HUD Housing Quality Standards. Reviews architectural, engineering, or inspection work performed under fee contracts. Serves as expert on architectural and construction issues and provides technical assistance to HUD Program Director, department staff, and industry representatives.
